The shock collar experiment would be restricted only to base runners during the game

LOS ANGELES, CA – Major League Baseball in hopes to boost ratings has decided to throw a new twist into season play. The twist consists of base runners wearing dog shock collars that are controlled by specific fans somewhere in the stadium. During the base running, the fans can simply shock the base runners by pressing a button causing the player to feel discomfort.
Roger Thompson, a spokesperson for MLB stated, "We have the bugs worked out now that allow fans to use the shocker with great range. We also powered down the shock level a bit during testing as too many players were soiling their uniforms.”
